This article analyses the governance of food waste in Germany and the Netherlands. The analysis builds on a critical examination of the empirical foodwaste data and focuses on waste regulation and food declaration provisions, financial incentives and private(-public) initiatives. In line with our earlier studies, results highlight issues on definitions and quantification on the national level. Overall, food waste is currently ineffectively governed by scattered and weak instruments. Alternative governance instruments are needed to better address the issue, especially quantity governance instruments for fossil fuels and livestock farming on EU level.
